The Final Enemy by Dan Petrosini

A meteorite crashes into a small Iowan town. An ambitious reporter links the meteorite to no natural deaths. A struggle to control the meteors strange power breaks out and after it is resolved things settle into a nirvana like trance before an exploding population begins to create havoc.
The political class respond to the threat to the human race with ever increasing horrific laws. People accept the drastic measures as a way to survive before they begin to take matters into their own hands.
