Legion of the Damned by William C. Dietz

In the distant future, condemned criminals and the terminally ill face two choices: they can die, or they can join the Legion of the Damned, an elite fighting force that consists of human legionnaires and cyborgs.

After being separated from their bodies, the minds of those willing to become cyborgs are downloaded into lethal killing machines, which are more effective than robots because they’re controlled by sentients.

Officially, the Legion fights for the Confederacy of Sentient Beings. But politicians would do well to remember the Legionnaires’ motto: Legio patria nostra (“The legion is my country)”. And, when aliens attack the Empire, the Legion has to choose sides.
